In July 2009, Dr. Roger Smith took over as the Clinical Director of the newly established unit. He coordinated the final setup, establishing all operating protocols, patient selection criteria, and creating the specialized renal outpatient clinic to serve St. Catherine.

As an active member of the Spanish Town Hospital Quality Assurance Committee, Dr. Smith directs critical safety and efficiency evaluations:

In addition to hospital department oversight, Dr. Smith is active in regional patient care development. He successfully conceptualized and established a new local Renal Clinic at the Annotto Bay Hospital, expanding specialized clinical access into northern rural parishes.
